SPRINGFIELD, Mo. (News Release) -- City Utilities General Manager announces plan to retire in 2019
Scott Miller, City Utilities of Springfield’s General Manager, announced his plan to retire.
Miller has led City Utilities as its top executive since 2011. And his last day at the utility will be December 20. During his time as General Manager, City Utilities strengthened its strong financial position to a AA+ rating, positioned the utility for the future by increasing its renewable portfolio to over 40%, and focused on community involvement and economic development.
“It has been an honor to have worked with such an outstanding group of people and community. Leading the talented employees of City Utilities has been the most enjoyable and gratifying time of my professional career, which has made the decision to retire very difficult,” Miller said. “Kathy, my wife, and I look forward to spending more time with our kids and grandkids and enjoying the outdoors. We plan to continue making Springfield our home.”
Miller joined City Utilities in 2002 from Dayton Power & Light Co. in Dayton, Ohio. He was instrumental in the construction and startup of Unit 2 at the John Twitty Energy Center before becoming General Manager in 2011.

Scott is retiring as City Utilities enters its 75th year as a vital community asset and leaves the utility on strong financial footing with a strong and experienced leadership team.”
Past Board Chair, Jeff Childs, echoed those sentiments; “Scott has been a true leader and collaborator for our community and the utility industry,” Childs said. “He is a relentless champion for economic development and growth, diversity, and the overall betterment of the community. Under Scott’s leadership, City Utilities has certainly lived up to its vision to be the premier municipal utility in America. While he will be missed at CU, we greatly appreciate his service to our community.”
Information regarding the appointment of a search committee and the process for hiring a General Manager will be provided in the near future.
Significant City Utilities’ Accomplishments 2011 – 2019
• City Utilities strengthened its financial position with Standard & Poor’s (S&P) affirming its “AA+” long-term rating on CU’s outstanding revenue bonds and also affirmed its “AA” long-term rating on CU’s outstanding certificates of participation.
• City Utilities grew its balanced generation portfolio to include significant additions of renewable energy sources such as the 200 MW Frontier Wind Farm, the 100 MW Diamond Vista Wind Farm and the construction of the largest solar farm in the state at its completion. These additions increased CU’s renewable portfolio to over 40%.
• City Utilities electric and natural gas rates, on average, continue to outperform the state and national averages. According to the most recent data available from the U.S. Energy Information Administration, CU’s electric rates are 80% of the national average and 91% of the state average. CU’s natural gas rates are 70% of the national average and 59% of the state average.
• City Utilities continued its focus on customer service and quality of life for the community. These efforts included the expansion of gigabit broadband service to the small business community, installation of advanced metering providing information at customers fingertips, and the completion of the new bus transit center.
• City Utilities maintained its focus on the environment through strong partnerships with agencies such as the Watershed Committee of the Ozarks and through projects such as the Cox Road Battery Energy Storage System.
