Missouri Ballot Issues: Proposition A

Casino's first or school's first? The seemingly simple question at the heart of a complicated debate, because depending on who you talk to Proposition A can do both.
The gambling basics behind Prop A are this, no more loss limits, no more new casinos and higher taxes on casinos.
It's the tax part where schools come in because Prop A would direct the extra money to Missouri schools.
And with the state ranking 38th in per pupil funding supporters say it's money that's sorely needed.
Anne Marie Moy “We can do better than that, we need to do better than that and Proposition A is going to help us do better than that."
Government estimates show the plan could generate as much as 130 million dollars a year for Missouri schools.
But opponents of Prop A are quick to point out, that gain in revenue is directly tied to people losing money at casinos.
A plan they say is bad policy during an economic crisis.
Evelio Silvera, Casino Watch says, "Now is not the time to be deregulating the gambling industry, removing the 500 dollar loss limit and then urging Missourians to lose and additional 500 million dollars next year."
Casino watch also argues funds tied to gambling losses are not guaranteed and not enough to make a real difference.
Silvera says, "Even if they get the money they believe they can do, if Missourians do lose 2.1 billion dollars, that's only a 1%, less than 1% increase to our overall education budget."
At the same time supports like yes on a coalition say any more money for schools is important, especially money than comes without and personal tax increases.
