    SPRINGFIELD, Mo. -- It's a little known fund with a major debt problem. 70 years ago, Missouri legislators created the <a title="Second Injury Fund" href="http://labor.mo.gov/DWC/Division_Units/SIF_Unit/sif_home.asp">Second Injury Fund</a> to encourage employment and stop discrimination of the disabled. If a worker has a disability or pre-existing medical condition and is injured on the job, the fund awards the worker benefits.
