Green Bay led 33-27 with 2:19 left in the first half following a jumper from Brown, who closed the half with 10 points. Flames forward Ahman Fells' dunk and a 3-pointer by Birt trimmed the deficit to 33-32.
But Sykes and forward Greg Mays each hit free throws in the final minute to restore Green Bay's lead, 35-32, heading into the break.
The Flames tied the game at 50-50 on Birt's 3-pointer, but the Phoenix replied with seven straight points to take the lead for good at 57-50. Green Bay outscored Illinois-Chicago 14-8 in the final 3:51 to secure the win.
Green Bay hosts Wisconsin-Milwaukee on Saturday while Illinois-Chicago is idle until Feb. 13 at Cleveland State.
