Dead Dog has Rockaway Beach Resident Questioning Police Policies

A Rockaway Beach resident is accusing local police of killing a dog in cold blood.
Police officers say they were merely protecting public safety.
On June 14th, three Rockaway Beach police officers shot and killed a dog they say was threatening residents.
They claim they acted in accordance with a Missouri state statute that allows anyone to kill a dog or cat acting aggressively towards other animals or people.
But a local woman says she witnessed the whole scene and says the now-deceased dog was harmless.
"They're out there just shooting like it's the O.K. Corral."
That’s the way Rockaway Beach resident Barbara Blair remembers the death of her neighbor's dog.
“For the safety of the community we had to destroy the animal.”
And that's the way the Rockaway Beach Police Department remembers the death of a dangerous dog.
The problems started in the Rockaway Beach city park when police responded to a call from a woman who said a strange dog was acting aggressively towards her and her dog.
Officers attempted to capture the animal in question, but it escaped.
A few hours later they answered a 911 call about the same canine harassing another individual, and that's when the patrolmen and Barbara crossed paths.
“I was just in tears,” says Barbara, who says she watched three police officers a few houses away from hers fire three bullets into what she calls a "friendly" pet.
“He was gentle as a lamb. Choc labs are like that; he wouldn't hurt a flea."
The officers don't deny what happened, but they do deny doing it without probable cause.
“One of our officers was approaching the dog when it lowered its ears, growled, and barred its teeth at the officer. At that point he didn't feel safe to try to capture the dog,” explains Lieutenant Ben Matthews.
Something he and the others did feel afterwards, though, was remorse.
“Everybody here is an animal lover. It's one of the most heartbreaking things we've had to do."
Barbara, an animal-lover too, says the most heartbreaking thing for her is that it ever had to be done.
And if it's ever done again-
“You better hope to hell it's not mine cause it will be the last dog you ever shoot."
Just to clarify, the officers say the dog was not a lab, but a mixed breed, possibly with some chow in it.
Two officers shot at the dog; the first fired two bullets in what he says was self-defense, while the second fired one into the dog's head to end any suffering.
The police say they have tried to contact the owner, but he has not yet admitted the dog was his, so the case is still open.

Welcome to the Ozarks. People in the smaller towns are OK with police until they start doing the job. They want them in any other face but theirs. Small town Chiefs are in a no-win situation, often viewed by leaders as mercenaries. When you try to enforce the law equally you make enemies quickly. The first time you ticket or arrest the wrong person the resort owners want your badge. I'm suprised a department down here does not have the slogan "protecting the people in spite of the people".

First, the allegations against the police regarding their handling of a disabled man are pending investigation and appropriate action will be taken if the police are found at fault. For the record, the man was NOT in a wheelchair--he uses a cane, the same cane he shook at the officers while spitting in their face according to eyewitnesses. As for the dog, if it was so gentle why didn't Ms. Blair simply call it over and take it home? As for animal control...let's talk owner responsibility!!!

The animal control has offered to come to and get Rockaway Beachs dogs and they didnot want to pay the fee that all the other towns pay for us to get thier dogs!!!!!That needs to be addressed to the city hall they are the ones that refused.And nobody said anything about them busting drug dealers, the issue here is about the dog that got shot!!!!!!!

there is no dogcatcher...county health dept has to pick up dogs (for a fee)...if Rockaway had all stray dogs picked up it would be too costly....Rockaway Beach also has a leash ordinance and license ordinance.....why wasn't the dog in question on a leash and was it licensed?? clearly the dog owner is in non-compliance with local laws

i live in rockaway beach and the police are out of control!!!!! if they are just doing thier jobs WHY is the attorney generals office doing an official investigation to the police harrassing the public in rockaway beach? What about the man that was in a wheelchair who was beaten by the police or the fact that reserve officers carrying weapons and riding in police cars together with no supervision???? what about those things!!!!

People in Rockaway are trying to make the police look bad due to the most effectivy drug bust they have succeded in doing lately. The Officers were just the best until they started busting the drug dealers and if you would go back and ask questions you will find out that most who are complaining and working hard to make the Police look bad, has a problem with them doing their job. Rockaway Beach use to be called crack away until the Police went to work on drugs, now they want to get rid of them.
