Duggar Family Welcomes 18th Child

ROGERS, Ark. (AP) - An Arkansas woman has given birth to her 18th child.
Michelle Duggar delivered the baby girl by Caesarean section yesterday at Mercy Medical Center in Rogers.
Chris Finnegan of the TLC network says the baby, named Jordyn, weighed 7 pounds 3 ounces and was 20 inches long. TLC broadcasts a weekly show about Michelle Duggar and her husband Jim Bob and all the Duggar children, and also handles public relations for the family.
Finnegan said the mother was tired but resting after the birth of her latest child.
The TLC show is called "Seventeen Kids and Counting." Finnegan said the name would be updated to account for the latest s Lt. Gov. Bill Halter's proposal to use a surplus in existing scholarship funds to start the lottery scholarship program before any tickets are sold faces "dwindling" support among lawmakers.
A day after Halter mentioned the idea as part of a set of principles he hoped legislators would consider for the lottery, Wills said Governor Beebe's opposition to it hurts the proposal's chances.
Halter led the campaign for the lottery amendment approved by voters last month. On Wednesday, he proposed using the projected $51.8 million in unused scholarship money the state has to start lottery scholarships for the 2009-2010 school year. Halter predicted that the lottery could start by late 2009 or January 2010.
Beebe, who announced on election day that he voted against the lottery, opposed that idea within hours of Halter announcing it.
Wills would not say whether he opposed the surplus proposal, but said he's heard concerns raised from House members who say using the unused scholarship funds is premature.
