Missouri Ballot Issues: Proposition B

One of the more controversial issues on this year's Missouri ballot, Proposition B is backed by the group Missourians for Quality Home Care.
If approved the plan would create the Missouri Quality Homecare Council with a mission to ensure the availability of home care services by recruiting, training and stabilizing the workforce.
Overall, supports say the plan will help people with disabilities and the elderly stay in their homes.
They also argue it will mean better pay and benefits for home healthcare workers.
Critics of the plan however aren't so sure. Some business groups, including the Missouri State Chamber of Commerce have come out against Prop B, saying it's nothing more than a way to make it easier for the industry to unionize.
And there are facts behind that claim, the change does allow for the workers to form a union if 10% request it. And the main financial supporter of the plan is the Service Employees International Union.
Cost of the program has also been in question.
Official estimates put the cost to the state at more than $500,000 a year and the National Taxpayers Union cites critics who say the plan would increase overall healthcare costs.
Supporters see it differently however, they say because it is far less expensive to keep someone in their home instead of a nursing home Prop B will help save money in the long run especially as the baby boom generation ages.
