Mt. Vernon Police say Man Wanted to Lure Boys, but can’t be Charged for it

Police say a man admitted to visiting schools in Lawrence County to lure little boys.
Officers say it may alarm parents but so far the man hasn't committed a crime.
Police say the man never got past the front office of each school.
Brandy Heisner took her third grade son out of school last Wednesday for a family photo.
"I got a phone call asking me if my son was okay." Heisner said, “I thought it was odd they didn’t ask me about my daughter also.”
Heisner thought the call was strange until she received a letter from the Mt. Vernon School district describing a man who had stopped by several schools.
School officials in Aurora and Mt. Vernon say the man asked for a tour of the school on Tuesday.
Mt. Vernon Superintendent Russ Cruzan says, "He said he was in the process of adopting children from Germany but had no paper work we thought it was strange."
Officials thought it was even stranger that the man came back one day later even though they wouldn't give him a tour.
Mt. Vernon Police Chief Garry Earnest says, "The school stalled him and called us."
Chief Earnest says officers questioned the man and couldn't believe his answers.
Earnest says, "He said he wanted to lure boys, not a particular boy, any boy into his vehicle."
"You could say he's bold to come to schools most usually try to sneak around.” Mt. Vernon parent Lisette Montemayor said, “It’s frightening.”
Parents like Montemayor's worries weren't eased when they found out the man can't be charged.
"It's disappointing that someone can say I want to hurt children and there's nothing the law can do.” Montemayor said, “Why do we have to wait until a child is hurt."
Chief Earnest says if the man comes back to any school property he'll be charged with trespassing, but he can't arrest him for what he's already done.
"Just because he said that's what he wanted to do we can't charge him.” Earnest said, “He would have to carry out some part of that out."
Earnest says the man is not a registered sex offender and does not have any sex crime convictions.
Officers say the man lives between Mt. Vernon and Jenkins.
Police say the man is white with short dark hair who wears silver wire framed glasses.
He is missing his index finger on his right hand.
The man was seen driving a red or maroon 2005 Ford pickup, quad-cab with a Missouri license plate.
