Software Upgrade Stalls Greene County Payments

Greene County is in the middle of a tedious technology change that one contractor says is causing them not to get paid.

The county had to stop paying contractors for 30 to 60 days to make the switch from their old accounting system to their new system.

The company, that wants to remain anonymous, says the county hasn't paid them for their work for three months.

Greene County Auditor Cindy Stein says, "All of the contractors were notified we'd have this transition time."

Stein says Greene County is in the middle of a large accounting software transition.

"We are transferring financial information and the detail behind that information."

Stein says replacing a 25 year old system caused some delays.

Stein says, "At the end of July every bill was paid we then did a cut over."

A cut over is when the county stopped paying companies for 30 to 60 days while they tested the new system.

Stein says, "During that time we were verifying and reconciling to make sure all of the data and info was there."

KSPR asked the Greene County budget officer if the delay meant the county was having financial problems.

"Absolutely not, this is simply a delay as we transition from one system to another." Director of Administration Jeff Reinold said, "Our revenues are down, our sales tax is down but financially the county is in good shape."

Stein says, "Under the old system we cut checks on Fridays, under the new system we're cutting checks every day."

The county is quickly trying to make up for the nearly two-month delay.

Stein says the wait will be worth it.

She says, "The end result is going to be very good."

KSPR did request a list of all the companies the county pays as well as the date of their last payment.

KSPR will relay that information as we receive it.
The software switch will also push back 2009 budget talks.

Reinold tells KSPR despite the delay, the county will still meet all statutory deadlines for next year’s budget.
