House Passes Bill Banning Red Light Tickets for Certain People

Missouri House members voted Monday to restrict use of red light cameras.

Some of the restrictions would include blocking tickets from red light cams for anyone who doesn't have a driver's license photo for religious reasons.

Also, cities with the cams would have to use money generated by the cameras for schools.

Springfield traffic engineer Earl Newman said similar amendments like these killed red light programs in North Carolina, and he says would probably do the same here.

Newman says Springfield uses red light cams to raise awareness not make money.

"We're trying to make a difference in way people behave with a very small implementation of a program and there's no money being made, not in Springfield," Newman said.

Newman says Springfield is breaking even with how much the cameras cost and how many tickets are being sent out.

The bill still needs state Senate approval before the end of session this Friday.

Driving is a privledge, not a right, so I am not quite sure how it would need to pass any equal protection clause. I don't mind the money going to schools, or even Public Safety agencies.

It would seem the amendment would be discriminatory and would not stand the "equal protection" test of the Constitution.
